President Muhammadu Buhari has ordered his Service Chiefs to make sure nothing stops the Anambra State governorship election from holding.
The election has been scheduled for November 6.
Buhari’s order was confirmed by the National Security Adviser, Babagana Monguno, while speaking with State House correspondents on Thursday.


This followed a security meeting the service chiefs had with Buhari at the presidential villa.
“The president has directed that under no circumstances will anything be allowed to stop the elections from taking place successfully. The people have a right to vote and select their leader.
“No group or individual will be allowed to stimulate anarchy and chaos, leading to murderous activities.
“The president has made it very clear that the armed forces and all law enforcement agencies must make sure that the elections take place, even if it means overwhelming the entire environment with the presence of security agencies.
“There are so many implications for elections to be sabotaged by non-state actors. In the first place, we are in a democracy; secondly, it is important to note that if these non-state actors should succeed in destroying the potentials for orderly elections, then it is natural that other parts of the country would also want to copy this same situation,” Monguno said.

The Republic of Benin parliamentarians have voted to legalise abortion and authorised the process under very restricted conditions.
The law was passed after a heated debate in the parliament, with some legislators strongly opposed to legalising abortion before the amendment finally passed, Aljazeera reports.


According to the new law, women can terminate a pregnancy within the first three months if it is likely to “aggravate or cause material, educational, professional or moral distress, incompatible with the woman or the unborn child’s interest.”
In Benin, abortion was initially authorised if the pregnancy “threatened the life of the mother”, was “the result of a rape or incest” or when “the unborn child has a particularly severe affection.”
According to the report, several countries in Africa have total bans on abortion, including Congo-Brazzaville, the Democratic Republic of Congo, Djibouti, Egypt, Guinea-Bissau and Senegal.
“In Benin, nearly 200 women die each year as the result of abortion complications,” said the Minister of Health, Benjamin Hounkpatin, in a statement on Thursday.
“This measure will be a relief for many women who face undesired pregnancies, and are forced to put their lives in danger with botched abortions,” the report revealed.
Complications from abortions were the cause of 20 percent of maternal deaths in the country, the minister said.
Hounkpatin noted that “it is because of this public health threat that the government has taken its responsibilities by submitting a text that lawmakers have passed.
"The new measure’s 'unique goal' was to 'save human lives' and that 'voluntary termination of pregnancies will remain a last resort.”

Gunmen on Thursday night set ablaze the Isiala Mbano Local Government Area Divisional Police Headquarters in Imo State, situated at Umuelemai.

According to Punch, the attackers invaded the station and also set some suspects free during a heavy rainfall.
The gunmen struck around 7pm.

Fleeing gunmen had on March 19, set the same Divisional Police Headquarters on fire.

Apart from freeing suspects in detention, the attackers kidnapped one of the female cops on duty on that day.
On arrival on Thursday, the hoodlums opened fire on the government facility before setting it on fire.

The cops on duty were said to have fled, making the attackers have a field day.

An indigene of the area told Punch that the hoodlums shot repeatedly at the police station.

He said “The gunshots were terrifying. We were terribly tense owing to the gunshots. They supervised the burning of the place before living.”

The police spokesperson in the state, Mike Abattam, had yet to confirm the attack but a senior official who pleaded anonymity confirmed the incident and disclosed that the authorities had commenced an investigation in the latest onslaught.

Operatives of the Department of State Services (DSS) have harassed the Resident Electoral Commissioner of the Independent National Electoral Commission (INEC) in Anambra State, Dr Nwachukwu Orji, ahead of the state governorship election on November 6.

 

SaharaReporters learnt that the DSS operatives also picked up the INEC data entry workers over what they called a petition against the commission.

SaharaReporters gathered that the petition followed the refusal of the INEC REC to recruit all the Supervisory Polling Officers for the elections from Imo and Ebonyi states. 

 

INEC, it was further learnt, rejected all 72 Supervisory Polling Officers because it had not used its staff members for such roles since 2010.

 

SaharaReporters was told that the governor of Imo, Hope Uzodinma, and his Ebonyi State counterpart, Dave Umahi, mobilised the officers to take up the roles.

 

A top source said, “The DSS said the petition came from the refusal of INEC REC to accept 72 supervisory polling officers. They harassed the REC and picked up the data entry staff. INEC rejected the supervisors because they have not used their staff members for such roles since 2010.

 

"They wanted the REC to recruit all the Supervisory Polling Officers for the elections from Imo and Ebonyi but INEC rejected the 72.

 

“But the Imo and Ebonyi governors mobilised them to take up those roles. Also, an attempt to bring ad hoc staff members from Rivers is an issue; hence, the attempt to change the recruited staff members.

 

“Anambra has over 5,274 polling units and it is becoming hard for the All Progressives Congress (APC) to rig. INEC Chairman is meeting the DSS Director-General, as we speak, over the issue.”

 

INEC had earlier on Thursday stated that the level of preparation ahead of the November 6 governorship election in Anambra State was commendable.

 

This was disclosed by INEC’s commissioner for information and voter education, Festus Okoye, who stressed that only two out of 14 activities on the election timetable had yet to be implemented.

 

“The Independent National Electoral Commission (INEC) held its regular weekly meeting today Thursday 21st October 2021 and deliberated on the Anambra State Governorship Election holding on Saturday 6th November 2021,” a statement by INEC read.

 

“So far, the Commission has successfully implemented 12 out of 14 activities in the Timetable and Schedule of Activities.

 

“The Commission has today published the Notice of Poll at its State and all the Local Government offices in Anambra State. By Section 46 of the Electoral Act 2010 (as amended), the Commission shall, not later than 14 days before the day of the election, cause to be published, a notice specifying the date and hours fixed for the poll; the persons entitled to vote, and the location of the polling units.”

 

“In the same vein, today is the last day for the submission of names of Polling Agents by political parties. By Section 45 of the Electoral Act, each political party may by notice in writing addressed to the Electoral Officer of the Local Government, appoint a polling agent for each polling unit and collation centre,” INEC said.

 

“The notice shall set out the name and address of the polling agent, accompanied by two passport photographs of each polling agent, and sample signature of the agent at least 14 days before the date fixed for the election.

 

“Political parties are strongly advised to adhere strictly to the law and the guidelines for the deployment of polling agents. Only duly accredited polling agents will be allowed to operate at the polling units and collation centres.

 

“The Commission is satisfied with the current level of preparations. Virtually all non-sensitive materials have been delivered in readiness for the election. The training of ad-hoc staff is also going on as scheduled.”

Security agencies and their operatives failed to avert the attack on Abuja-Kaduna train service of the Nigerian Railway Corporation by a terrorist group, Darul Salam, despite interception of information two days earlier. 

According to Daily Nigerian, the terrorists first attacked the train on Wednesday night and successfully immobilised it after struggling to move for 7 kilometres after the attack.


The terrorists, according to inside sources, returned again on Thursday morning to plant an explosive device on the rail track, but the train surmounted the hurdle to reach the terminus.

According a security report seen by Daily Nigerian, communications between a notorious bandit, Baffa, and his associate, Bala, (not real names) were intercepted by the security agencies.

The report, dated October 19, 2021 and entitled “PLANNED ATTACK ON TRAIN AROUND RIJANA, KADUNA STATE”, said the terrorists were heard discussing about the planned attack by Darul Salam terrorists in concert with two bandit kingpins, Danlami and Lawan (not real names).

“Baffa informed Bala that members of Darussalam (Boko Haram) in collaboration with bandits led by Danlami and Lawan are currently on their way to plant a bomb at a bridge on the railway in Rijana to hijack a moving train and kidnap the passengers. Baffa said he decided not to participate in the operation because it is risky but believed that DANLAMI and LAWAN will blow up the bridge,” the report said.

It was gathered that the report was circulated across security agencies, but no proactive measures were taken to abort the attack.

The spokesman for the Kaduna State Police Command, Mohammed Jalige, declined comment on the matter, saying the railway infrastructure and its security are under the command of a Commissioner of Police in charge of railways.

When contacted, the Commissioner of Police in charge of railways, Oyediran Oyeyemi, referred inquiry to the Force spokesman, Frank Mba.

Mba neither picked his call nor responded to a message seeking police response on the security report.
